    I don't think the 99 - 04 Mustangs had a fuel pump relay per say... These years used a variable speed / variable displacement fuel pump. The pump driver module would increase or decrease the speed of pump depending on fuel demands...

    What is the problem you're having?

    i put the car away for the winter the car ran completely fine never had a problem now it wont start unless i take off the intake tube and squirt a litttle throttleboby cleaner in it then it will start but it runs rough and misfires and when you go to rev it fast it wants to die out . and the check engine light is on .

    i changed the fuel filter , iac valve, tps sensor , still having the same problem its about to go to the shop i cant figure it out ..

    pull the codes. May give you more info.
    Could be just a bad fuel pump.
